Development of the Municipal Housing Action Programme of Duesaigües

This project involved the development of the Municipal Housing Action Programme (PAMH) for the town of Duesaigües, through a participatory diagnosis aimed at deeply analyzing the housing stock in the municipality, identifying key issues and opportunities, and proposing concrete lines of action.

The objective was to adapt public housing policies —traditionally designed for urban settings— to the specific needs of a small rural municipality. The approach focused on acknowledging territorial particularities, available resources, and local competences, while promoting the right to housing from a collective, sustainable, and place-based perspective.

The diagnosis was structured around three main axes: access to housing, conditions of the existing housing stock, and the physical and social environment surrounding it. This framework allowed for a comprehensive understanding of the housing context in Duesaigües. Data collection combined quantitative and qualitative methodologies, integrating the lived experiences of local residents with the technical knowledge of the staff at the Baix Camp County Council.

The result was a strategic document that lays the foundation for developing fairer, more effective, and locally adapted housing policies. The PAMH of Duesaigües serves as a useful tool to advance towards a housing model that guarantees rights, promotes territorial equity, and contributes to the resilience of small villages.
